Community Reinvestment and Energy Provisions
PASSED IN BOTH HOUSES, HB 1700 · Rep. Ann Williams; Sen. Steve Stadelman
A community reinvestment vehicle carrying energy provisions: it lets Illinois Solar for All costs be funded from renewable-resource collections (capped at $10 million for 2026 and $5 million for 2027), adjusts distributed-generation and storage rebates, and gives the Illinois Commerce Commission authority to issue a siting certificate for a qualified energy facility where a local government has denied or failed to act in compliance with State siting law. Effective June 1, 2026.
CRGA Implementation
EXISTING LAW, SB 25
The Clean and Reliable Grid Affordability Act (enacted 2025, effective June 1, 2026) sets the 2026 energy calendar: utility efficiency-plan filings, a new Integrated Resource Planning process at the ICC with the first plan due by November 15, 2026, an initial storage procurement, and utility virtual power plant programs. It did not itself address data centers.
